On 22 April 2019, Quang Ninh province held a Conference on implementing Resolution No. 02 / NQ-CP, issued on January 1, 2019 by the Government and at the same time, conducted an in-depth analysis of the 2018 Provincial Competitiveness Index (PCI). The conference aimed to provide directions and solutions for sustainable PCI improvement in 2019 and subsequent years.

Speaking at the opening address, Mr. Nguyen Van Doc, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, summarized Quang Ninh’s efforts in improving the investment and business environment, thereby improving her competitiveness. He emphasized: Since 2013, Quang Ninh has maintained among the top 5 provinces and cities with the best economic governance in the country. In 2017, Quang Ninh has clinched the top position among 63 provinces and cities nationwide, and continues to lead in 2018 with a total score of 70.36 points.

These results once again affirm the determination and persistent effort of the entire political system, from the provincial to the grassroots level, in creating the image of Quang Ninh as a favorable and attractive investment destination. At the same time, they reflect the recognition from the business community and investors, bringing great motivation and encouragement for the provincial leaders to continue their reform agendas. The Secretary of the Provincial Party Committee also expressed his gratitude to the various departments, branches, localities, as well as the business community for accompanying the provincial leaders in implementing development plans.
At the conference, Mr. Nguyen Van Thang, Vice Chairman of the Provincial People's Committee, reported the results of improving investment and business environment in 2018. In particular, the economic governance of the province continued to be innovative and flexible; ensuring logic and sustainability. The province leaders have relentlessly directed solutions at monthly meetings and disseminated this information to all levels. Many solutions were effectively implemented such as prioritizing resources for economic development, especially in infrastructure development; implementing administrative reforms with a focus on reducing unnecessary bureaucratic procedures at both provincial and district levels. In addition, government officials need to constantly improve awareness, professional competence, upholding the sense of responsibility in performing public duties. He concluded that activities to support businesses are getting more and more in line with their actual needs.
However, Mr. Nguyen Van Doc also said that even though Quang Ninh has the highest PCI score in the country this year, the gap to the next province is not large. Other provinces in the country can catch up fast since they can learn and apply good practices that have been successfully used in provinces like Quang Ninh, said PCI experts. Therefore, Quang Ninh still has room for improvement and the province’s leaders need to take immediate action to overcome the limitations and weaknesses in 2018. At the conference, delegates also discussed and analyzed the causes of the fall in some indicators in 2018, thereby proposing solutions to sustain PCI in 2019 and the following years.

On this occasion, the provincial People's Committee also awarded certificates of recognition to organizations and individuals with outstanding achievements on improving the investment and business environment, raising PCI score in 2018.
